Sedona's red rock backdrops sit almost entirely on Coconino National Forest land, and weddings there fall under forest service special use rules — small ceremonies at popular formations like Cathedral Rock are feasible but regulated, and a Sedona-based photographer will know current group-size limits and which trailheads require the Red Rock Pass. Horseshoe Bend, despite the Instagram fame, is managed access with paid parking and no equipment-heavy setups.
Arizona's license logistics are friendly to travelers: marriage licenses are issued by any county's clerk of court with no waiting period and no residency requirement, and the license is valid for twelve months — the most generous window of any state on this list.
Heat is the planning constraint everything else bends around. From late May into September, low-desert ceremonies around Phoenix are realistic only at dawn, while Sedona and Flagstaff sit thousands of feet higher and run noticeably cooler. Monsoon season, July through early September, delivers dramatic cloud decks and lightning — spectacular for photos, but your photographer's weather call is final.
